1. Please try to connect Web services via internet explorer to ensure connectivity to nav server in your development system.
http://<Server>:<WebServicePort>/<ServerInstance>/WS/<CompanyName>/services
2. There is a option available in CustomSettings.config file to setup timeout.
you can find this file in application server from following path
..\program files\Microsoft Dynamics NAV\71\Service\CustomSettings.config
