Adding records (by code) to "record link" table

Hello,

For Dynamics NAV 2013 - How can I add new records to the "record link" table (of an attachment type and for notes).

Also, for the notes page (i.e via Purchase orders -> Edit -> clicking the notes page) - Can I control the behavior of the page?
