Some checks:
- duplicated ports if not shared ? Nav 2009, NAV 2013, NAV 2013 R2 ?
- check local firewall ports (if firewall is active)

First test:
- try to repair NAV 2013 installation from DVD
Other testa:
- check if the login account used by the NAV Server has "db_owner access" to the nav 7.1 database
SQL Management, go to Security - Logins - find the login used by the NAV Server (e.g. Network Service) - Properties - User Mapping - find the new database and select db_owner in the "Database role membership".
- Then change the option "Prevent data loss from table changes" from "Yes" to "No" (on Development Environment: <Tools> <Options>) and clicked "OK".
- try to start the nav service
NAV Server instances are stored in table 2000000112 (Server Instance table) > manually add server here if missing
Create new Nav server:
- try to create a new NAV 2013 server instance on Others ports
- open development environment > launch "build applications objects"
- restart the new istance
