I made some customization using "Lot size". You can use this field in Routing for fill whole lot of items (in your example "Lot Size" will be 1000) and in Run Time, you can fill 2 hours. You need to make customization in R:99001025 for PO refresh and R:99001017 for Calculate Plann. You need to set planning by item quantity rounded in "Lot Size" value.
But I think, my first proposal (with Wait Time) is better solution, because you do not need any customization and all is fit.
